The Office of the Chancellor is the top executive office of UP Manila. It supervises campus operations through the related offices of the Vice Chancellors.
The chancellor has a term of three years without prejudice for a second term following a democratic selection process. The chancellor is the chair of the University Council and ex officio member of the University Assembly of UP Manila, a body stipulated under the 1988 Reorganization of UP Manila that was supposed to complement the UC. Implemented for some years starting in 1988 until the early 2000, the University Assembly is now a defunct structure.
Assisting the chancellor in the above functions are the Vice Chancellor for Academic Affairs, Vice Chancellor for Administration, Vice Chancellor for Planning and Development, and Vice Chancellor for Research, the deans of colleges/academic units and the directors of the academic support offices. Depending upon the strategies of the incumbent administration, Special Assistants (SA) to the Chancellor may be appointed on specific fields as deemed important (i.e. SA for Information Technology, SA for Special Projects, etc.)

IPPAO undertakes information dissemination, data-banking, publication, and public information activities through the production of information materials, such as newsletter, books, brochures, manuals, audio-visual productions that are printed and published online.
IPPAO handles the content in the University's website, Facebook, Twitter, and YouTube accounts.
IPPAO also conducts symposia and fora as well as provides technical assistance in the conduct of university and college/unit events, programs, and activities.

The University Library (UL) and its nine college-based units compose the campus's library network which has been a member of the Department of Science and Technology-Engineering. Science and Education (DOST_ESEP) Library Network Project in 1995. Through the network,UL now offers a fully-integrated online library management system with e-mail capability and Internet access.
As of October 2000, it has a total collection of 189,874 volumes(124,161 books and bound periodicals; 47,951 special collections; 15,478 audio-visual materials; 2,127 serial titles) which includes social computerized databases,international databases on CD-ROM, and a collection of multimedia also in CD format.
It has also set up the Electronic Medical Research Library System(EMERALDS) at the Medical Library, a client/server system that provides simultaneous searching of the MEDLINE bibliographic database journals which is linked to 30 full-text biomedical journals in electronics format.
It has made accessible online the updated electronic bibliographic databases of Filipiniana materials, namely,Theses & Dissertations, Students' Research Papers & Reports, Professional Chair Lectures, Philippine Index Medicus, and Union List of Periodicals.
The UL continues the computerization of library procedures and services through the establishment of an electronically linked network of libraries.Two main projects that carried out this thrust were the On-line Public Access Catalog (OPAC) which is now accessible in the Main UL, the Medical Library, and the CAS Library,and the putting up of cybernooks in various unit libraries.

The National Graduate Office for the Health Sciences (NGOHS) was formally established in June 1995 to coordinate the implementation of all graduate programs in UP Manila. As an institutional coordinating unit and catalyzing agent, the NGOHS aims "to promote and enhance the development of new graduate programs that are innovative and responsive to the current thrusts of the University and relevant to national needs."

The Sentro ng Wikang Filipino-Manila (SWF Manila) is one of the university's systemwide coordinating arms that monitor, facilitate, and conduct university policy and programs on language. It was established in October 1994 under the office of the Chancellor.
The center aims to intellectualize the Filipino language by propagating its use in the center's teaching/learning activities, dissemination and communication. The center builds up partnership with the different academic units to attain its aims, and thus, espouses bilateral consultation, coordination, and collaboration.

The UP Manila Learning Resource Center (UPM-LRC),established in 1997, is tasked to supplement,complement, and coordinate existing learning assistance programs, its three programs- Enrichment Assistance Program(EAP), Life Skills Development Program (MEP)--help it to achieve its specific goals: to upgrade the capability of the student to meet the demands of UP education, particularly in Communication (English/Filipino), Science, and Mathematics; to provide assistance to students regarding their psychosocial development by giving training, workshops, and seminars in leadership, personallity development, values education and others; to coordinate with other offices/units and organizations in the university regarding student progress and welfare; and, to determine the effectiveness of the learning assistance programs through a student trucking and evaluation system.

The UP Manila Interactive Learning Center was established in 2004 as part of a system-wide initiative by then UP President Francisco Nemenzo to revitalize the General Education program through the infusion of educational technology.
OBJECTIVES:

The Center for Gender and Women Studies (CGWS) in UP Manila started from the Women's Health and Development Program developed in 1997 under the term of Chancellor Perla Santos Ocampo and headed by the group of Dr. Susy Pineda Mercado. In 1998, the Board of Regents approved the establishment of the CGWS. It aims to institutionalize a gender-sensitive perspective and framework in the curriculum, as well as in teaching and training programs for students, faculty and employees of UP Manila. It also aims to develop and institutionalize gender-responsive health services in all health sector units, specifically clinical and public health education programs for health professionals, and to develop a gender-responsive health policy, research paradigms, and information systems under a systematic and strategic plan of action through health science education, research and training.

The UP Manila Office of International Linkages (UPM-OIL) was created in 2016 to develop and implement programs that will improve understanding of the value of internationalization, increase interaction with the international community, and enhance student skills needed in a globalized and multi-cultured society. It is under the Office of the Vice Chancellor for Academic Affairs.
The UPM-OIL integrates global and intercultural dimensions in teaching, learning, research and public service and engages in mutually beneficial collaborations with international partners, for the development of well-rounded and highly competent individuals who can contribute to national and global transformation in health and related fields.
It covers local and international linkage activities within universities, such as student and faculty exchanges, research and development collaborations, post graduate trainings, program service providers, partnership conferences, and other academic activities.

HISTORY
In 1988, U.P. Manila was reorganized in response to a clamor for a more democratic governance. The 1988 U.P. Organizational Chart shows the University Council as the policy governing body for Academic matters. Directly under the Chancellor are the Staff Offices and the Administrative Service Offices.
In 2003, The proposed reorganization of U.P. Manila, including the Central Administration, was presented to the Board of Regents (BOR) by the former U.P. Manila Chancellor Marita V.T. Reyes. It was an updating of the last reorganization structure that was approved by the BOR in 1988.
The Office of the Vice Chancellor for Administration was renamed as the Office of the Vice Chancellor for Administration and Finance (OVCAF) on March 25, 2021 as per approval of the Board of Regents in its 1359th Meeting. It formalized the supervisory responsibility of the Vice Chancellor over the Finance offices, namely, Accounting, Budget and Cash Office.
